PUBLIC HEARING: CDBG-CV HVAC IMPROVEMENTS PROGRAM 

Due to the pandemic, local government entities are having to take actions to prevent the spread of COVID-19. In the Cares Act, the U.S. Department of Housing and Urban Development's (HUD) was allocated funding to prevent, prepare for, and respond to the virus. From that funding, the State of Louisiana has been appropriated $44,336,196. The Louisiana Office of Community Development (OCD) has allocated $31,000,000 in HUD funding for upgrades to HVAC and ventilation systems in publicly-owned community facilities. 
According to the CDC, upgrades/modifications to HVAC systems can improve air quality and minimize the spread of airborne infectious diseases. Ascension Parish Government (APG) intends to submit an application to OCD for funds to upgrade/modify the HVAC and ventilation system at the Donaldsonville Armory building located at 321 Houmas St., Donaldsonville, LA 70346, in an effort to reduce the spread of the virus. 
A public hearing to discuss APG's proposal to OCD will be held at the following location:

APG representatives will be available to discuss the amount of funds available for proposed community development; the range of activities that may be undertaken, including the estimated amount proposed to be used for activities that will benefit persons of low and moderate income; the plans to minimize displacement of persons as a result of activities assisted with such funds and the benefits provided to persons actually displaced as a result of such activities. 
APG encourages the participation of all citizens, particularly minorities, non-English speaking persons, disabled persons, low-income persons, the elderly, residents of public housing and community-based organizations. Those persons who wish to participate but may be hindered by disabilities or who are non-English speaking, are urged to notify APG at least three (3) days in advance of the meeting so that special arrangements can be made.
